[SVG] Quick Access Menu. Quick Menu and Block Menu Widgets

• Plugin for adding quick menu and block menu widgets.
• Page for adding menu items (common for both)
• Two widgets, in each you can specify the necessary items
• Added three positions for the block menu widget
  • Above the advertisement
  • Above the forum title
  • under the forum title
• There are style settings

The plugin is a continuation, NOT AN UPDATE, of the jointly developed plugin [TC] Quick Access Menu, but the joint work did not work out and I decided to remake it, since there was no soul for the floating menu initially, so I made another one.
The difference from the original version, the problem was with the paths and not much with the script, we made our changes without affecting the main code. In memory of SVG.
